The Saratoga Springs Office of Community Development strives to advance the City Council's goals of increasing access to affordable housing and developing economic opportunities for person of low to moderate income.
The Office of Community Development was originally created in 1975 to implement City programs funded by the U.S. Department of Housing and Urban Development. Since qualifying for "Entitlement Grant" funds in 1994, the City has utilized these dollars to develop housing construction, establish residential rehabilitation grant and loan programs, provide funding for public improvement projects in low and moderate income areas of the City, and support an array of legal, education and outreach programs for low and moderate income residents.
In 1995, the City developed a 5 year strategic plan ("1995 Consolidated Plan") that provided a demographic profile of our community, identified the City's housing and community development priorities, and presented its first 1 year plan of activities ("Action Plan") addressing these priorities.
Each year the City seeks community input, solicits proposals and receives recommendations from the Community Development Citizen Advisory Committee on activities to further address the City's priorities. The City Council then finalizes its decision and this Action Plan is submitted to HUD for approval.
